Research

Rules for Young People in Japan and New Zealand

BY

Katsuya Inazaki
A SHORT PAPER
IN PARTIAL FULFILLMENT OF
THE REQUIREMENTS FOR THE COURSE OF
SUMMER STUDY ABROAD PROGRAM (NZ)
Kumamoto Gakuen University Foreign Language Department
English Course

1. Introduction
Do you know New Zealand culture? Have you ever been to New Zealand? There are many sheep and abundant gifts from nature. Japanese culture is basically only in Japan, and British culture is also in Australia, New Zealand and America. Certainly, all counties have rules. People obey rules of their countries. People understand their rules of their countries. Most Japanese people don’t know New Zealand rules.
This paper will concentrate on the rules concerning young people in New Zealand. What is the length of compulsory education and primary school, junior high school, high school? When can people start smoking, drinking, have driver’s license, become adult, and marry? Many people say they have a strong urge to smoke while drinking. Most students start smoking after entering college. Surprisingly, Japanese rules are not the same as New Zealand rules. People may get culture shock by hearing my report. This paper will discuss the difference between rules for young people in Japan and New Zealand. I used internet and asked New Zealand people and read some books.

2. In Kumamoto
First, this paper will explain about school in Japan. The length of compulsory education is for 9 years, from 6 years old to 16 years old. The length of most primary schools is for 6 years, from 6 years old to 12 years old. The length of most junior high schools is 3 years, from 12 years old to 15 years old. The length of most high schools is 3 years, from 15 years old to 18 years old. When students graduate from junior high school, they can choose to enter high school or find employment. The choice is theirs. However, most people will choose to go to high school.
You can get a driver’s license from 18 years old in Japan but you can get a moped license from 16 years old.[1] Males in Japan can marry from 18 years old and females can marry from 16 years old. In Japan, you become an adult from 20 years old. In Japan people who become 20 years old attend a Celebration of passage to maturity on the first Monday in January. This is a Japanese ceremony. All men and women who have reached the age of 20 years have the right to vote. People can smoke from 20 years old in Japan, and drink from 20 years old as well.

3. In NZ
In New Zealand, the length of compulsory education is for 9 years, from 6 years old to 16 years old. Primary education consists of primary school and intermediate school. They are like primary school and junior high school of Japan. The length of most primary schools is 6 years, and intermediate schools are 2 years. Secondary education consists of secondary school. Secondary school is like a high school of Japan. The length of most secondary school is 5 years, from 13 years old to 17 years old. New Zealand primary schools don’t have an entrance ceremony, because any child who is 5 years old can enter the primary school. Most New Zealand schools are public schools.
You can get a driver’s license from 15 years old. Males and females can both marry from 16 years old. You become an adult from 18 years old. All men and women who have reached the age of 18 years have the right to vote. There is a smoke-free law in New Zealand. You can smoke from 18 years old, but you must not smoke at workplaces, bars and restaurants. Basically, smoking will only be allowed outdoors. Drinking is allowed from 18 years old, but, you must not drink in public.

4. Conclusion
In New Zealand, the length of a compulsory education is the same as Japan. Japanese primary schools have entrance ceremonies, but New Zealand doesn’t have an entrance ceremony, because any child who becomes 5 years old can enter the primary school. In Japan, the length of most primary schools is for 6 years, the same as New Zealand. However, junior high school is not the same as New Zealand. Japanese junior high schools are for 3 years. New Zealand high junior high schools are for 2 years.
In Japan, men and women who have reached the age of 20 years have the right to vote, but in New Zealand, men and women who have reached the age of 18 years have the right to vote. Therefore, New Zealand people are granted the enfranchised earlier than Japanese. In Japan, people can get a driver’s license from 18 years old, but in New Zealand, from 15 years old, so New Zealand people can get a driver’s license earlier than Japan. In Japan, people can smoke and drink from at 20 years old, but in New Zealand, from 18 years old, so New Zealand people can smoke and drink earlier than Japan. In New Zealand, children become an adult from 18 years old, but in Japan, from 20 years old, so New Zealand children become adults 2 years earlier than Japan. In New Zealand, both males and females can get married from 16 years old, but in Japan, males can marry only from 18 years old, and females can marry from 16 years old. Additionally, when a minor gets married, they are regarded as an adult. These facts show that New Zealand people become independent earlier than Japan in the eyes of the law.
